Initial thoughts on the paper:
Experiments focusing on implementing voucher systems within the organisation complements the first quantitative paper I summarised. This way, corporate strategies to support lifelong learning does not crowd out the initiatives of the government, and gives workers their voice as to what kind of vouchers would be useful for them.
